Jay Parsons is a rental housing economist, advisor and speaker. He has advised numerous multifamily and single-family rental housing stakeholders – from institutional investors, REITs, owner-operators, lenders, regulators and government agencies.

In addition to independent speaking engagements and consulting, Jay serves as a Partner in WayMaker (a Texas-based multifamily investment group), an Economics Advisor to JPI (a leading apartment developer and builder) and a Strategy Advisor to Madera Residential (a multifamily owner/operator). Previously, Jay was the Chief Economist at RealPage.

Peter is a CPA who started his career at Price Waterhouse. He was a commercial banker for 20 years and is now a bottom line businessman specializing in real estate, networking and connecting people.

A native of East Lansing, Michigan, Robert Neller graduated from the University of Virginia in 1975 with a degree in history and speech communication. He later earned a master’s degree from Pepperdine University in human resources management. After graduating from Virginia, Neller went directly into the Marine Corps via the Platoon Leader Class.

A career Infantry Officer, Neller has commanded from Platoon through Service Component HQs. He has been assigned as a General Officer in each of the 3 USMC active infantry Divisions and commanded the 3rd Marine Division. He is a joint qualified Officer having served in Europe at SHAPE as a NATO staff officer and as the J3 of the Joint Staff.

Operationally, he participated in Operation Just Cause in Panama, Operation Restore Hope in Somalia and Operation Iraqi Freedom. In OIF 05-07 during 2006, he served as the Deputy Commanding General for Multi-National Force West in Iraq’s Anbar Province.
He has attended the USMC’s Basic School, the Army’s Armor Officer Advanced Course, USMC Command and Staff, the NATO Defense College and the Armed Forces Staff College

Brett is the Sr. Director of Federal Government Relations at The Home Depot, the world’s largest home improvement retailer. He has served in a variety of positions of increasing responsibility at the Company over seven years and currently leads the team that’s responsible for all federal lobbying and political activity in Washington. estate ownership and by pursuing their potential.

Carl’s background combines economics and geography to assess industry fundamentals in an effort to help others understand the apartment industry. Carl provides strategic consulting and analysis to multifamily investors, operators and lenders. He is also a frequent speaker at industry events, and has been quoted by numerous media outlets, including Bloomberg City Lab and New York Times.

Prior to joining RealPage, Carl worked for a boutique economic consulting firm in Dallas after graduating with a B.A in Secondary Education and a M.S. in Applied Geography from the University of North Texas.

Troy Dodgion is the co-founder and Managing Partner of 21st Century Property Management, a joint venture with Century 21 Masters managing over 700 residential and commercial units across California. Known for blending operational excellence with a tech-forward approach, Troy has led the company’s rapid expansion, opening offices from San Francisco to San Diego.

With over 20 years of experience in real estate management and development, Troy has overseen large-scale portfolios, raised institutional capital, and executed successful strategies across leasing, M&A, and operations. Prior to launching 21st Century PM, he was a partner at a Los Angeles based student housing firm backed by private equity, where he oversaw operations and led acquisitions and development efforts in multiple California markets.

Troy is also the founder of PM Collab, a creator-led platform built to empower property management professionals through education, referral networks, and strategic growth tools. He holds real estate broker licenses in California and Colorado and is an IREM® Accredited Residential Manager.

Justin Anderson is the Chief Executive Officer of RentSmart, a company dedicated to empowering small and mid-sized property management firms by providing comprehensive solutions to optimize their back-office operations and accelerate business growth.

A licensed Real Estate Broker in Georgia, Florida, and South Carolina, Justin holds a Master’s Degree in Finance from Harvard University. With over 25 years of experience in the real estate sector, he has successfully purchased, sold, and managed more than 2,000 units throughout his career.

Brad Randall is the Owner of Welch Randall Real Estate and Property Management, a firm based out of South Ogden, Utah. Welch Randall currently manages approximately 500 Single-Family and Small Multi-Family Doors, just over 5,000 HOA Units and a maintenance company.

Brad is a NARPM Member of more than 10 years and was a former Utah Chapter President and contributed in multiple committees, groups and task forces for the NARPM community. Matthew Kaddatz is Sr. Director of Product at AppFolio, a leading provider of cloud-based business software solutions in real estate. Matthew has spent the past 16 years working in the property management industry with experiences including founding and operating a property management company, as well as building technology for property management companies. In his current role, he is responsible for ensuring AppFolio is continually building innovative tools that help property management businesses grow and become more efficient.

Melissa Sharone MPM® RMP® is the President at First Rate Property Management CRMC®. She is a Boise Native and graduated from Boise State University with a bachelor’s degree in communications. Melissa is an active member of NARPM (National Association of Residential Property Managers) at both the national and local levels. Currently she serves on the National Board of Directors as the2025 NARPM Immediate Past President. Melissa received her RMP (Residential Management Professional) designation in 2016 and my MPM (Master Property Manager) in 2018.

She also serves on the advisory council for the Better Business Bureau. Melissa and husband are investors in a multi-unit complex, as well as 2 single family rentals all in Boise. They have 3 amazing kids and as a family they enjoy spending lots of time at their family cabin in McCall and attending Boise State Football games.

Misty Berger, MPM® RMP®, is the previous owner of A Cut Above Property Management, Inc., in Colorado Springs, Colorado and currently is the BDM for All County. She served on the 2013 Governmental Affairs Committee, 2014 Member Services Committee, spent two years coordinating vendors for the Southwest Regional’s 2014 & 2015 Conferences, 2018 Member Services and Retention Calling Subcommittee, and the 2020 Broker/Owner Planning Committee.

Locally, Misty was the 2013 Colorado Springs Chapter Treasurer, 2014 President-Elect, 2015 President, 2016 Past-President, 2019-2020 Mentor Coordinator, NARPM southwest RVP in 2021, Atlantic RVP 2022 and Southwest RVP 2023. 2024 Vice Chair of Women’s Council and 2025 Chair for Women’s Council. She also served on the Colorado Springs Symposium – State Chapter Conference Committee for the past three years.

Randall Henderson is the COO of Rentvine, the technology partner that property managers deserve. He has a wealth of experience with over 20 years in real estate investment, single family, and commercial property management.

Prior to Rentvine, Randall spent nearly a decade at Property Management Inc. (PMI), where he held key leadership positions including VP of Residential and Commercial. During his tenure, Randall spearheaded various critical initiatives, leaving an indelible mark on the company’s success. His expertise pans marketing, training, support, and operations.

Sarah Hatch is the Principal Broker and owner of Hatch Property Management and Sales, LLC which operates out of the Washington DC Metropolitan area. Her company services property owners across three states including Virginia, Maryland, and DC where they do third party management of single-family homes as well as real estate sales.

Sarah also has a strong social media presence and uses her maintenance knowledge to gain ancillary income from TikTok, YouTube, and Facebook with brand deals and LIVE demonstrations. Sarah is also the current Chairman of the 2025 Capitol Summit and was the Co-Chair for the 2024 Capitol Summit last year.

She is also the 2025 President of her local NOVA NARPM Chapter and is on the Board of Directors for the PM Systems Conference where she teaches on automation and creating a social media presence.

Stacy Holden brings over 25 years of experience in the rental housing industry. A former controller at a large property management firm, Stacy has firsthand experience leveraging technology to solve urgent business challenges. In her role as the Vice President, Industry Principal at AppFolio, Stacy engages operators to understand their needs and guides product strategy within AppFolio’s research and development process. Beyond AppFolio, Stacy serves on the board of Portland State University’s School of Real Estate Development and the National Apartment Association.

Steve is the Broker/Owner of JMAX Property Management in Salem, Virginia.  JMAX (named for his son’s Jacob and Max) manages around 400 SFR and MFR in the Roanoke Valley.  He joined NARPM in 2012, holds a RMP and MPM, has served at the state level in Virginia, the national level with Government Affairs, and is currently the Atlantic Region RVP.  NARPM PAC is his passion so don’t be surprised if his first question when you meet isn’t “How many doors do you manage?” but instead “Have you become a major PAC investor?”

Tal Kramer, MPM^® RMP^®, is the Co-Owner and Founder of Avalon Property Management Services based in Marietta, GA.
Tal has been a Realtor since 1991. Prior to real estate, Tal had a variety of careers including Commodities Trader in Chicago, followed by 12 years in data processing working in various industries including; Title Insurance, ATM Communications, and Credit Screening.
